Conversation with Alan Milburn about the “10 Year Health Plan for England”

On April 17th, 2026, during the Forbes Healthcare Summit 2026, I (Ignacio Riesgo) had the honor of speaking with Alan Milburn about the “10 Year Health Plan for England”, the strategic plan for the renewal of the NHS and healthcare policies in England, published in July 2025 and therefore with almost a year of implementation.

Alan Milburn was Secretary of State for Health in Tony Blair’s government and currently serves as the UK government’s non-executive director for health. He has been very active in drafting the National Action Plan (NAP).

During a half-hour conversation, the plan’s eight points were discussed:

  • The three fundamental changes:
    – From Hospitals to Community
    – From Analog to Digital
    – From Disease to Prevention

  • Also, the five initiatives to ensure and enable the above changes:
    – New operating model
    – New transparency regarding the quality of care
    – A staff prepared for the future
    – Innovation to drive reform
    – Productivity and a new financial model
